Note:
while the user's computer is the first time to access the DVR host via IE browser 
and it can't connect to the internet,please install the IEWebDecoder directly.  
This is applicable to Win2000/XP/Vista 32 bits and don't need to make any 
settings, including trusted sites, ActiveX or other settings
